Creative Corrections was formed in September 2002, and the officers of the company are Sununt Pitzer and Percy Pitzer.  Sununt, President and Chief Executive Officer of Creative Corrections, has over 18 years of experience in business including serving in management positions and being a small business owner in a variety of entrepreneurial endeavors in several states. Her broad experience in business development has provided Creative Corrections with a robust vision that includes commonsense business practices and realistic goals for future expansion.

Percy was a correctional officer, lieutenant, investigative supervisor, unit manager, associate warden and finally warden at minimum, medium and high security-level facilities and earned national awards in community service and cost reduction before retiring from the Federal Bureau of Prisons after 25 years of service. Since Percy also served as a warden in private corrections for four years following his FBOP retirement, he possesses a comprehensive knowledge of federal, state and local private detention/correctional organizations.

Business development is overseen by Michael Cooksey.  Michael is a senior level corrections professional who has made contributions to the field of corrections for more than 35 years. Following service to the United States Army as a 1st Lieutenant in Germany, he came home and began his career in corrections with the Tennessee Department of Corrections as a Counselor. Shortly thereafter, Michael began working for the Federal Bureau of Prisons and, over a 10 year period, he worked his way up the career ladder from Case Manager to Associate Warden. During the next 11 years, he successfully served as Warden at four FBOP facilities including the activation of the new Federal Correctional Institution, Fairton, NJ. He also served as Warden of the FBOP’s only maximum security penitentiary. The next eight years brought Michael to the position of Assistant Director of the Correctional Programs Division of the Federal Bureau of Prisons where he had oversight responsibility for security and all inmate program areas. During his tenure as Assistant Director, he also provided oversight for Community Corrections which houses over 7000 inmates in 240 community treatment centers, and Privatization Management which confined 17000 inmates in privately operated prisons. From 2004 until 2008, Michael served as Senior Advisor for the International Criminal Investigative Training Assistance Program, US Department of Justice, where he assisted with the rebuilding of the Iraq corrections system. He traveled extensively to other countries where he represented DOJ in providing assistance on corrections issues. Michael has a M.S. in Psychology and a B.S. in Sociology as well as participation in a variety of task forces and professional associations.

Another vital team member of Creative Corrections is David Rardin. He is a retired regional director with 28 years of serving the Federal Bureau of Prisons (FBOP) in 15 different duty stations.  He was a correctional officer, recreation supervisor, lieutenant, executive assistant to the warden, discipline hearing officer, jail administrator, correctional services administrator, associate warden at two high security facilities, warden at a medium and high security facilities, and deputy regional director.  David served four years on the FBOP Executive Board as a regional director.  As regional director, he was responsible for a 637 million dollar budget, 18 federal prisons and two community corrections centers employing over 6,000 staff and confining more than 27,000 inmates.  He earned his Bachelor of Science degree from Eastern Illinois University.  He is a recipient of the Distinguished Service Medal which is the most prestigious award presented by the Department of Justice.  He also received the FBOP’s Excellence in Prison Management Award, the National Association of Blacks in Criminal Justice’s Excellence in Criminal Justice, and the League of United Latin American Citizens’ Affirmative Action Award.

Serving Creative Corrections senior team as the Corporate Operations Manager is Mike Holm.  Mr. Holm has over 24 years in Correctional Management experience, including over 12 years in the position of Assistant Warden and Warden; Mike began his career with the Texas Department of Criminal Justice Institutional Division where he worked at a 3500 bed maximum security Prison Farm.  He worked Administrative Segregation and Death Row at the Ellis I Unit; he later worked in the private sector where he served in various positions to include case manager, Sgt., Lt., Capt., Major, Asst. Warden and Warden.  Additionally, Mike served a tour in Baghdad, Iraq with The Department of Justice International Criminal Investigative Assistance Program (ICITAP) as a Senior Advisor on the Corrections Mission in Iraq.  He supervised and directed the administration, operations and planning of the corrections advisor teams assigned to 5 Iraqi prisons.  He assisted Iraqi counterparts on their rebuilding the Corrections system in Iraq during Operation Iraqi Freedom. Additionally Mike has been the Corporate Operations Manager for Creative Corrections since 2009 where his duties include management of Administrative Support services for the home office, responsible for oversight and administrative duties for the OFDT Detention Facility Reviews and overall contract quality assurance, development of policies and procedures , performing Quality Assurance Reviews as Senior Project Manager and Security and Control Subject Matter Expert as needed, Providing direct assistance to Executive Vice President/Chief Operating Officer on tasks/duties as assigned, Oversight and administrative responsibilities for International Bureau of Narcotics and Law Enforcement  Department of State contract, and development and technical writing of solicitations, contracts, and proposals. Mike’s strengths are his organizational skills, team building, strategic planning, crisis prevention and intervention as well as critical incident management.

René Greenwald is the international coordinator for Creative Corrections based in Mexico City with more than 40 years of professional experience working in all of the Spanish speaking countries of Latin America.  René was the director of a large and highly successful multi country university textbook project for Central America funded by the U. S. Agency for International Development (USAID) as part of the recommendations of the Kissinger Commission. He negotiated contracts with international publishers, university authorities and government officials to implement the project. He also worked closely with the Ministry of Education in Nicaragua to select, edit, design, print, ship and distribute over 12 million textbooks to more than 5,000 schools. Rene was the representative in Mexico for the Pan American Development Foundation for over 10 years.  He has supported Creative Corrections efforts to work with Mexican inmates in the U.S. supplying educational materials in Spanish as part of a rehabilitation program.  René has been a member of teams visiting Central Asia and the Middle East to do feasibility studies for USAID. He has worked closely with government offices, educational institutions and the private sector. Rene is bilingual and bicultural.

Creative Corrections subcontracts with corrections experts who have had lengthy and successful careers as high-level managers in corrections. These individuals possess technical expertise in security; food service; health care; occupational safety and environmental health; corrections legal issues; staff development; inmate living conditions and rights and privileges; employee misconduct investigations; prison management and administration, and all have experience in the prison audit process.
